Animation with Pics & Avitars

Hi Doug, I got a notification I could add a animation with my avitar.
Is there anyway we can have this feature like Carolina's RC?

Animated Profile photos and Avatars are reserved for Contributing Members/Subscriptions. Subscriptions to the forums are done through your User Control Panel and are $6 a year. This subscription helps keep the site running, and also gives you special forum permissions like signatures with color and images, animated avatars and profile photos, larger PM Inbox and a few other little bonuses.
