I know this is an old topic, but there is another way to control rubber tire growth...glue it up air-tight and plug the vent holes.

I came across this while experimenting with my air only and air/foam tires. The type mentioned above uses a conventional foam insert, but being air-tight the internal pressure can be changed which also changes the tire's growth characteristics. When a tire containing conventional foam is assembled air tight, tire expansion becomes limited by the external air pressure on the tire. I use the hypo needle method to change my air pressure. With no internal pressure, tire growth is almost non-existant.

Other benifits to air-tight tires?...
...You can wash or even submerge them without fear of water getting inside.
...Foam lasts longer as it is somewhat protected from impacts by the air cushion.
...no sand/dirt contamination accelerate foam wear.
